SOUTH SAN FRANCISCO, CA
April 21, 2004

Tercica, Inc. (Nasdaq: TRCA) announced today that it has appointed Thomas H. Silberg to the newly created position of Chief Operating Officer, reporting to John A. Scarlett, M.D., President and Chief Executive Officer. Effective immediately, Silberg will be responsible for overseeing Tercica's Manufacturing and Commercial operations, as well as its Business Development and Project Management functions.

Silberg brings more than 32 years of pharmaceutical and biotechnology industry experience from Hoffmann-La Roche Inc. (Roche) and Ligand Pharmaceuticals, Inc., where he worked most recently as Executive Vice President and Chief Operating Officer responsible for all International and US Commercial and Technical Operations, including sales and marketing, medical affairs, as well as technical and supply operations. During his tenure at Ligand, Silberg led the restructuring of the company's commercial operations in order to optimize the roll out of key products and to set the stage for improved revenue growth. Prior to working at Ligand, Silberg served from 1972 to 2000 at Roche in positions of increasing responsibility, including sales, sales management and market research, and then served for 12 years in business and operations management.

"Mr. Silberg brings a wealth of experience and track record of success in pharmaceutical operations and commercialization to Tercica," said Scarlett. "His depth of experience will be critical to us as we prepare to file our NDA in early 2005 for recombinant human insulin-like growth factor-1. In particular, we expect Mr. Silberg to play a key role in developing the broad commercial infrastructure necessary for a successful product launch. We welcome him to our team."

At Roche, from 1988 to 1994, Silberg was Vice President, Health Systems Management, a strategic business unit within Roche Pharmaceuticals that he was instrumental in creating, positioning and developing in order to address the changing U.S. healthcare marketplace. In 1994, Silberg was named Vice President, Business Operations of Roche Pharmaceuticals, a position in which he ultimately was responsible for approximately $1 billion in revenue and a commercial organization of 650 employees. His functional responsibilities in this role also included all general management activities relating to the sales and marketing of the entire Roche product line, including Rocephin, Roche's leading injectable antibiotic product in a 26-state geographic area. During this time, Roche was ranked the number one hospital pharmaceutical company in the U.S.

Silberg earned his Bachelors of Science degree in Marketing/Advertising from the University of Minnesota in 1972.
